The patterns of private and public sector responses to this favorable temporary shock conformed broadly to the predicitions of the theory of construction booms. These responses were consistent with longer term patterns which showed that savings responded to temporary shocks so as to significantly smooth consumption over time.Item Monetary Cooperation in South Asia(2013-09-05) Jayasuriya, Sisira; Weerakoon, Dushni; Kurukulasuriya, Shalini; Maskay, Nephil M.; Khatiwada, Yuba RajThis study reports on the first stage of a research programme into issues of monetary cooperation in South Asia. It describes the main features of the South Asian economies, their recent policy evolution and trends in economic performance. It then examines the patterns of shocks in South Asia using econometric/statistical tools to determine if SAARC countries are candidates for a currency union by conventional OCA criteria. Report also discusses the nature of shocks and historical patterns of policy across countries. Finally it presents the overall conclusions of the study and discusses the main research tasks identified for the next stage.Item Post-Tsunami recovery: lessons from case study 1.5 Sri Lanka(Asian Development Bank (ADB), 2006) Jayasuriya, Sisira; Steele, Paul; Weerakoon, Dushni; Knight-John, Malathy; Arunatilake, NishaThe Tsunami of December 26,2004 left Sri Lanka with over 30,000 people dead al most a million displaced and an estimated 150,000 people lost their primary source of livelihood. There was massive damage to infrastructure and capital asscts; estimated at around US$1 billion (4.5 percent of GDP), particularly in tourism and fisheries sectors. The mediumterm financing needs were estimated to he around US $ 1.5-1.6 billion (7.5 percent of GDP). 2005 GDP by around 0.5-1.0%Item Temporary shocks, consumption smoothing and economic adjustment: Sri Lanka, 1973-76(Latrobe University, 1994-07) Jayasuriya, SisiraMany trade and supply shocks are temporary and even quite large shocks have only relatively minor permanent income effects. If agents have access to well functioning capital markets and correctly anticipate that the shocks are temporary,then the permanent income hypothesis predicts that such shocks lead primarily to changes in saving rather than in expenditures. The ''Theory of construction booms'' hypothesises that the degree of international capital mobility influences the subsequent patterns of economic adjustment. This paper examines the impact of negative shocks during the 1973-76 period in Sri Lanka, and finds support for consumption smoothing behavior by private agents and more generally, for the predictions of the above theory.Item Testing for market integration: a multiple cointegration approach(Latrobe University, 1992-08) Sivapuile, Param; Jayasuriya, SisiraIn this paper we demonstrate the use of Johansen's multiple cointegration technique as a test for market integration. We argue that this method overcomes many of the limitations of previous techniques for testing market integration. This paper discusses some of the conceptual and methodological problems associated with assessing the economic costs of such conflicts, and presents an evaluation of the costs of the (still ongoing) conflict in Sri Lanka.
