    Foreign trade and economic development: Sri Lanka's experience

    In the nearly 40 years since independence. Sri Lanka has gone through three major trade policy phases. In the first, following independence, the economy with relatively open. In the second. which commenced in 1960, a trade regime based against exports was initiated, This continued until 1977. when a strong liberalization effort was made. Thus, Sri Lanka provides an interesting story of an individual country's experience relating choice of a trade regime to resource allocation and growth. A number of important lessons can be drawn from this experience.

    Foreign trade regimes and economic growth in developing countries

    This paper surveys empirical studies which seek to demonstrate the limited static gains from a movement towards free trade in section I. section II surveys statistical studies which have established the dynamic effects of growth in exports on that of per capita income. Section III summarises the results from a series of comparative studies of developing countries trade regimes undertaken in the 1960s to 1970s, which show fairly conclusively that so-called outward-orientation' does in practice seem to be positively associated with better economic performance in terms of growth rates of capita income (as well as in terms of equity).

    Policy recommendations for export promotion
    (1993) Rajapatirana, Sarath
    The paper examines policy recommendations for export promotion and accepts distortion-correction as the objective that sits well with received trade theory, policy experience and political economy considerations. Evaluating the new trade theory that has the objective of capturing a arger share of the global market the paper notes its theoretical validity but limited value for policy recommendation. Support for specif export activities can be accommodate with in a framework of distortion-correction. But that support has to be at the initiative of the private sector it should be subject to evaluation as an investment in knowledge and time bound.
