    (1995-07) Wanasinghe, Shelton
This note focuses on the key issues concerning the role of governance in Sri Lanka which should provide the context for the directions and content of any future exercise in administrative reform in the country. As already stated in the preamble any exercise in administrative reform which ignores the role of governance would end in being irrelevant and hence lacking sustainability and impact.
