The paper will not dwell on the historical evolution of general education in Sri Lanka, as the literature on the subject has dealt with this aspect extensively. As already stated in the preamble any exercise in administrative reform which ignores the role of governance would end in being irrelevant and hence lacking sustainability and impact.
