dc.description.abstractThis paper proposes a formal model of trade policy and tariff reciprocity encompassing variables from both domestic and international levels of analysis. It shows first the domestic political foundations of tariff reciprocity agreements. The model also makes predictions about how a country's tariffs will respond to international economic change and how domestic determines one state's reactions to the policy changes of another country. Many of these predictions depend critically on the presence or absence of tariff agreementsen_US
